Andrew C fixed this on 2004-05-17.
This was a problem with the temporary directory in ss/update-cvs-version. The permissions changed on the temporary directory, so the script needed to be changed to work with the new, more restrictive permissions.
I checked the cvs log and all the CVS versions from 2004-05-17 to now (2004-05-26). update_cvs_version is working smoothly again.
