Thanks for the report.
Since the bug was reported in 2004, it has been fixed, and, more recently, the
target_write_memory_partial interface has been completely removed:

Since the mentioned err argument and the offending interface is no longer
present for a few releases, we can close this.
If you see some other problem, then please go ahead and do open another bug report.
We make extensive use of file / target remote / load, so I'm quite sure it is
working nowadays.
