[Bug build/11879] New: HAVE_UINTPTR_T no longer defined

It looks like HAVE_UINTPTR_T is no longer defined by the build process now that
gnulib stdint.h is used, but it is still referenced in gdb_thread_db.h. I think
the #ifndef and comment can now safely be removed.
