Well, okay, I take back the "anyone". Build process stuff has touchy
external points.
My point is that the difference between TCL 8.4.1 and sourceware TCL
is mostly this touchy stuff, not anything inside TCL that is easy for
anyone to say 'oh yeah, this is definitely an improvement with no
external consequences'.
So anyone has the access to do the work, but not just anyone knows all
the context needed to do the work.
(BTW, before I ever said anything about this, I actually did read all
the diffs between TCL 8.4.1 and sourceware TCL. Have you?)
