No, but if you find out, let me know.  I haven't made a binutils
release since shortly before ftp.gnu.org got hacked, and they changed
everything around then.

I don't think they have worked out a new plan for maintainers to upload software yet. You might have to contact them at ftp-upload@gnu.org
