No, psim is not a full-system simulator, it's more of a cpu simulator.
FYI, PSIM is a full system simulator and in its heyday was running the NetBSD operating system (at that time I'm not sure there was even a Linux/PPC Kernel :-). More recently though, tools such as QEMU have become popular.
