[Bug regex/1238] New: POSIX no longer requires including sys/types.h before regex.h

Attached is a small patch that is really more of a documentation patch.
The code never needed to include <sys/types.h> since regex.h does that.
I guess it included it to document the old POSIX requirement.
But POSIX no longer requires this, so the include should be removed.
