I would like to give referance for that change from Turkish Language Foundation,
but their related page is under construction:

However a quick search with Google landed me on that site which describe usage
of coma (that's virgul in Turkish):

On t section of that page it indicates that , virgul is used to sepearate
decimal section.
Btw, we had a discussion about that w/ Nilgun Belma Buguner over that subject at
other mailing list. And her opinion was to keep it like that, since on
LC_MONETARY decimal point is comma, and having 'dot' for numbers give people a
'diversity'. That's ridicilous because the usage of 'dot' like that is totally
wrong. However it seems like she was at last satisfied w/ the change. I hope she
didn't change her mind, else i have to wait Turkish Language Organization
Official Page to give information again to prove it.
