[Bug libc/4000] New: <argp.h> has a buggy __NTH macro definition

well not strictly "buggy" but a differnt one from <sys/cdefs.h> which is 
rather surprising.

Here is a patche to have the same one as in <sys/cdefs.h>.
Note that maybe #including <sys/cdefs.h> is better, I'm not very used to such 
things yet.
