POSIX.1-2001 makes encrypt() and setkey as XSI. I assume this means that should
only be exposed by glibc if _XOPEN_SOURCE is defined; glibc should fix this. The
Linux man page has long documented the need for #define _XOPEN_SOURCE (even
though glibc hasn't required this).
