[Bug localedata/4789] incorrect abmon in polish locales

Yet another argument, why people choosing 3 letters month and day abbreviation
formats (like Polish Wikipedia for example).

* N. 12 VIII 2007
Every one must care is it "VII" or "VIII" in date, "N." is abnormal abbreviation
(beside commercial calendar producer)

* pn., 06.08.2007
Is it sixth of August or eight of July? "pn.," Two letters and two punctuation
marks. On my clock and watch. Isn't beautiful?

* wto 07 sie 2007
This format is user-friendly and good readable. It is no problem with
understanding which day and month is. It is programs-friendly and good for analyze.
It can be in different orders (in different programs):
* sie 07 wto 2007, 2007 sie 07 wto, 07 sie wto 2007 and so on. And every one in
Poland will correct understand this date. And all programs can do correct
interpretation.

This is for what standards are.
