[Bug libc/6505] New: /usr/include/linux/user.h is gone


/usr/include/linux/user.h is gone since 2.6.25. It is included from the generic 
version of /usr/include/sys/user.h, which is AFAIK used only on hppa. The other 
architectures have their own version of that file.

The patch below fixes the problem.
