[Bug localedata/10035] New: new locale en_RU

["catap at catap dot ru" <sourceware-bugzilla at sourceware dot org>]

In russia most popular using english interface for desktop by en_US, but this
way have a some issue -- specific format for date, calendars and other.

I'm write a locale for english language in Russian: http://catap.ru/stuff/en_RU
