[Bug libc/12000] GCC library allows the use of a negative value for 'NAN'

If the compiler generates a -NaN constant printf() is printing this.  That's not
going to change, there are situations when this is wanted.  If you don't like
gcc generate this argue with the gcc people.  This has nothing whatsoever to do
with glibc.
