[Bug libc/12000] GCC library allows the use of a negative value for 'NAN'

That's exactly what the GCC guys said: that this is not a GCC problem, and I
should bring it up with glibc people. Here is a direct quote from the bug I
previously opened, and is cited in this bug as well:
"But then again this is a glibc issue and not a GCC issue."
