Some countries [1] have recommendations that time zone should be presented for
example as UTC+2 or UTC-3. This is also the format lots of web sites are using
today (although some of them use GMT instead of UTC).
Would it be possible to add a conversion specifier character which would emit
just the offset in hours without leading/trailing zeroes when possible? In case
of half hours a flag to indicate the hour separator would be used.
For example, if the conversion specifier character would be %f then one would
get with "%f"
-7
in a time zone being UTC-7 and with "%.f" one would get
+5.30
in a time zone UTC+5:30. This would be easier to read than what is available
now with %z. In some applications the space for time zone is very limited so
this compact format would also help there (think of UTC+0200 vs UTC+2).
