[Bug libc/12002] glibc headers don't define SIOCINQ and SIOCOUTQ

SIOCATMARK isn't defined in a glibc header.  It's defined as a consequence of
reading a kernel herder.  If these constants are as closely related as you say
the kernel header should all define all three together.
