[Bug nptl/13165] pthread_cond_wait() can consume a signal that was sent before it started waiting

It's been two weeks with no update on the bug. There is no way to tell if
someone has noticed it at all.

Is it possible to have at least some statement as of if this is considered a
valid bug that might be addressed at some point in the future?
