On trunk we have:

vardbdir = /var/db
endif
inst_vardbdir = $(install_root)$(vardbdir)

# Installation prefixes.
install_root = $(DESTDIR)

Description of "DESTDIR":
http://www.gnu.org/prep/standards/html_node/DESTDIR.html
Which means that it should install relative to your set DESTDIR.
Could you please provide more information:
* How did you configure glibc?
* Exact command used to install glibc?
