configure wants 'mig' -- what & where is it?

While configuring 2.2.3 on Linux 2.2 (using 2.4.14 headers), configure
goes looking for something named 'mig', can't find it, and says some
features will be disabled. So far I've managed not to find any mention in
the package of what 'mig' is or where I might look for it. Clues would be
welcomed.
