My basic point: we don't need to put the functionality of FFTW in GSL.
People should just use FFTW if that is what they need.
BLAS is a separate issue. If we didn't provide a sample BLAS
implementation then GSL would not install out-of-the-box, since BLAS
is used internally in the library. That's the only reason we provide
one.
