I am just wondering why visual C++ would be a requirement to compile a software on windows. The command line utilities 'cl', 'bcc32', 'gcc', 'lcc' and lots of others (as mentioned in another mail) can be found legally _free of charges_, and they are excellent command line compilers, of commercial quality for some of them. GSL - only - requires a good command line compiler.
Also people shouldn't look in the visual c++ direction (and don't they have the feeling an explicit _C++_ environment isn't the best for pure _C_ programming?)
Coupled to a platform independant software like SCONS (scons.org), I am pretty sure gsl will compile on any existing platform - with minimal changes from one system to the other. I am not skilled enough in Python to write a SCONS construction script for GSL, but people wanting to compile GSL on windows really should try to look in that direction...
