it's been some time since I looked at SCM, but I seem to remember that
it uses Scheme to control its build: first, a tiny scmlit is built,
which runs a Scheme script which generates a build script in the
``native language'' of the OS (sh, DOS .bat, VMS .com).  OTOH, I've
heard complaints about SCM being difficult to build...
