I don't know how relevant this may be, but specifically for the
Tcl case, I remember that the person writing Tcl -> Scheme (or
was it called Tcl -> Guile?) said all values would be treated
as strings by Guile. There was some additional talk on other
difficulties you suggest. Search the archives, you'll probably
find some useful juice.
