If you are refering to "Issues in the Design and Specification of
Class Libraries", yes.

Others have addressed why that paper in no way calls for what you are
seeking to implement, the enforcing of non-overridable methods, and
the tying of methods to packages.  First, he says "There are some
cases" not that it should be the rule.  Second, he illustrates two
mechanisms for handling those cases using existing method combination
protocols.

If you are referring to a different paper, then please give me an URL.
