International Character Sets in Guile

I'm toying with the idea of making a SAX interface module to libxml. A simple
interface should only be a matter of a few hours work, except for the issue of
how to deal with international character encodings. libxml returns UTF-8
encoded characters, whatever the original document encoding.
Jim Blandy has investigated international character encodings hasn't he? Does
anybody know what the favoured plan is? Or, in the absence of a favoured
plan, what the problems are? (I'm assuming Jim's too busy on a Big Secret
Project to be able to reply, otherwise I'd ask him directly.)
