You can use tcl/tk 8.3 with Insight (unix does), but be aware that it is a
little unstable. There are problems with Tk8.3 on cygwin, and no one has
tracked it down.
I recommend getting Insight 5.2.1 or newer and reverting the tcl stuff to
8.0.3, as described on the Insight homepage,
