Yes, you can get precompiled insight (along with the rest of the binutils and
gcc) as part of the Cygwin package. Go to http://cygwin.com for more
information; it's an entire unix/linux/posix environment for windows, with
shells and all the *nix command line tools.
Note that you install cygwin packages directly from the net
(http://cygwin.com/setup.exe), and that insight and the other tools aren't part
of the default install: you need to select them under the 'Devel' category of
packages.
