I have not modified any of the files. I do have makeinfo (makeinfo (GNU

Are you trying to build a snapshot or the release? I have updated the
release so that it is now no longer snapshot-like. The new tarball is
now generated the same way GDB's release is, and it contains (should
contain) all the files pre-generated so that you only need to be able to
compile successfully in order to build it.
Nonetheless, it is still a good idea for you to investigate updating
your versions of make and gcc. If you are going to try to build a
snapshot, you will also need yacc, flex, bison, and makeinfo (maybe
more). The output you included thought that your system did not have
makeinfo installed. So I would at least investigate updating/installing
that.
