Target settings box does not appear

Hi Insight team,
I am using insight 6.1 and have the problem that on some windows
machines the target settings box does not appear.
I saw in the redhat messages a reason for the problem can be the access
rights of images, but this can not be the problem under windows.
The strange thing is that it occurs only on some windows machines.
Is there a patch for this problem?
