glibc-2.0.99: accidental l10n of info files

Hi!

All the files in glibc-2.0.99/manual/*.info* use `Menü' instead of
`Menu' and `Fonction' instead of `Function'.  I suspect this is
because they were generated using a German-localized version of
makeinfo.

To avoid this in the future, I suggest that manual/Makefile set
the relevant locale environment variables to `C' before running
`makeinfo' and `texi2dvi'.
