Local symbols are not added to the dynamic symbol table and therefore
are not available at runtime. LOCAL symbols can have whatever
visibility they have, it doesn't matter at runtime.
The only difference is that if you mark a symbol with extern scope as
hidden the compiler will be able to perform some optimizations. In case
of function calls this is only the case for platforms like SH4 where
function calls are effectively variable references. For all other
platforms, I think, the linker is able to perform the optimizations.
