Pentium 4 support and dl_hwcap

- Subject: Pentium 4 support and dl_hwcap
We never set dl_hwcap to proper value. Once it is set, "make check"
will fail on Pentium 4 machine due to a few typos. Please take a
look at my patch:

It sets dl_hwcap and fixes "make check" for P4.
