New mailinglist libc-locales?

I wish for a separate mailing list for discussing the locales in
glibc. It would be useful for us mostly interested in the locales, so
we don't have to read all the non-locale related messages on
libc-alpha.

I would like a forum where we can discuss how to write locales, and
how locales should behave, without drowning in the discussions linker
problems and syscall conventions. :)

Do others think this would be a good idea? How do I proceed to get
such list? I suggest it should be located on the same server as the
rest of the libc lists, and be called libc-locales@sources.redhat.com.
