build problem mktime

I have not built libc for many years... and in a quick search of the mail
archives nothing jumped out as related to this.
I am getting
/root/Gnu/libc-build/libc.so.6: undefined reference to `__GI_mktime'
/root/Gnu/libc-build/libc.so.6: undefined reference to `__GI_my_mktime'
which does not appear to be a standard C++ name mangling problem.
I am building on Debian (tried both woody and sid in a chroot environment)
using gcc-3.3 on top of Linux 2.4.23 kernel.
Before I give myself a headache deciphering generated makefiles does
this ring a bell with anyone?
