building with --disable-shared fails

We attempt to compile elf/dl-caller.c without ever creating
gnu/lib-names.h, that it includes and whose macros it needs. The
rules to create this file are conditional on --enable-shared, but the
compilation of dl-caller.c isn't.
I'm not sure what's the best way to fix this. Suggestions?
