One more: top-level shlib-versions is always processed before an
add-ons' shlib-versions, so an add-ons' DEFAULT specification
containing Earliest symbol set will not be used for libraries in the
core, but will for add-ons that follow it.  Oops.  Major problem
here.  Maybe we could arrange for DEFAULTs to be moved to the front,
perhaps split out of shlib-versions into shlib-versions-default, such
that they're easier to find and concatenate?
