I really don't want to argue with you.  But this kinda the kinda stuff
you do not want on GNU; having the sysadmin tell you what you are
allowed or are not allowed todo (as long as it doesn't screw up for
other users).

On GNU, you as a user can decide for yourself what exec server or core
dumper you want to use with envars.  Such flexibility is important,
you shouldn't have to be jailed in by whatever the sysadmin thinks is
right, as long as this flexibility doesn't affect the whole system,
which this feature wouldn't do.
