That seems appropriate to me.  I don't really care about the names.  It's
certainly the case that there never should have been, and never should be,
any material distinction between GNU/Linux and GNU/Hurd targets for binutils.

Of course, the fact that the thing called "OSABI" was used for these ELF
feature flags is the original problem.  But it's pretty much too late to
change that now.
