That's a good point.  It was my thinking that TI-RPC would now be
responsible for installing this file.  But I don't even know if it's used
there.  And existing builds that want the file there on a system where
TI-RPC might not have been installed is a worthwhile consideration.

I'm leaning towards merging your change.  I just wanted to leave a little
time for anyone else to object.
