Good question.
Personally I see no reason why not.
I think we don't have anyone to drive such an
initiative forward, but I'm always happy to
induct new volunteers!
Someone needs to:
* Post an email to libc-alpha requesting a comment
on a new policy of updating copyright on all files
at the start of the year.
* Get concensus.
* Document it as part of the trunk and release branch
maintenance.
