Remove sysdeps/unix/sysv/Makefile

- Subject: Remove sysdeps/unix/sysv/Makefile
sysdeps/unix/sysv/Makefile now defines just the variable
ar-symtab-name, which is not used anywhere, so this makefile is no
longer useful.
I propose this patch to remove this file. Tested x86_64.
