I don't think there is much more that you can do here.

The distributions should be helping the community work out locale
issues... unless they are ignoring our locales and taking the data
from an alternate source, in which case we'd like to know :-)

In my opinion we need to:

(a) Generate a set of webpages from the glibc locales.
(b) Attach the web pages to a voting system.
(c) Gather data from users about correctness of locales.
(d) Incorporate feedback based on user data and government requirements.
