[PATCH,HURD] implement renameat


Hi,

the attached patch implements renameat for Hurd; it seems to work fine, 
and tst-renameat now passes.
The copyright starts from the year of the rename implementation, as I 
basically copied it and slightly adapted to the "at" behaviour.
