Except for the cases where we say at
<http://sourceware.org/glibc/wiki/Consensus> that patches don't need
posting, or only a mention of the commit is needed without diffs, I think
such a policy is right (including obvious changes - of course an obvious
change doesn't need much explanation when posted, but if it turns out
afterwards that the change wasn't so obvious after all, it's good to have
the posting as a starting point for discussion).
