For Honduras I sent an email to the National Institute of Statistics
for the Honduran government.

For Nicaragua I sent an email to the Institute for National
Development Information.

For the Republic of Panama I sent an email directly to the office of
the national government and the ministry of economy and finance.

For Puerto Rico I sent an email to the Office of the Commissioner for
Financial Institutions (which seemed the most appropriate governmental
office).

For El Salvador I sent an email to the Ministry of the Economy.

I will take this up with CLDR, along with es_MX.

I think your patch is forward progress on all of the locales.
None of them seem to be using the es_ES format of "1.000.000,00"
Please checkin all of your changes with the exception of es_MX which
I'm going to take up with CLDR.
That way we've made progress on all of the other locales.
