Re: Ping Re: Make strtod respect the rounding mode (bug 14518)

Ping, again for this patch (current version:
<http://sourceware.org/ml/libc-alpha/2012-09/msg00157.html>).

* I don't believe anyone has reviewed the substance of the changes.

* I've explained - see
<http://sourceware.org/ml/libc-alpha/2012-09/msg00226.html> - why I think
the division of the new headers into two separate files, one
architecture-independent and one in sysdeps, is the most appropriate
separation here and the alternative suggested of combining
include/rounding-mode.h with the generic version of bits/rounding-mode.h
would make things messier and more complicated. But no-one has commented
on what names/locations might be preferred for include/rounding-mode.h and
the sysdeps header bits/rounding-mode.h, given the division into two
files, if not those names.
