<bits/fcntl-linux.h> and include <bits/fcntl-linux.h>.
Andreas, if I can figure out the necessary accompanying patches I'll
test this out today.
This should be all - but let me fix the fallout from this set of changes
and then I'll submit new patches for all architectures.
