Current status:

With the various preparatory patches that have now gone in, there are two 
more preparatory patches pending review:

With the first one of those in, it will also be possible to do one further 
preparatory patch, adding local-built-program-cmd.  After that I don't 
think it will be possible to split much more out, although I hope it may 
be possible to arrange things so that run-with-env.sh isn't needed after 
all, which would reduce the total size of the remaining cross-testing 
patch.
