[PATCH][BZ #14246] Correct arrangement of nodes in argp section ofthe manual


Hi,

The sequence of nodes in argp.texi was incorrect, leading to "Argp
Helper Functions" appearing after "Argp Parsing State" in the
sequence, but numbered as being before it.  Attached patch corrects
this.  OK to commit?
